By default /usr/share/66/service is used but you can specify it with --with-system-service=DIR at compile time

Yes, without it 66 will not works. 

Also, if you configure correctly the boot-66serv package it should works out of the box on every distro. This set of service was made for this purpose. Note, this package have a dependency to 66-tools software. see the https://framagit.org/Obarun/boot-66serv/blob/master/INSTALL file
